项目位于西昌市邛海北岸C03-1、C03-2、C03-3、C04-1、C04-2、C05-1 号国有建设用地，东至航天大道，南至高仓河，西至湿地三期外围，北至东城街道联合安置小区，地块面积约450 亩（策划规划单位可以根据策划方案统筹配套周边区域）。

Theprojectislocatedonthenorthshoreof QionghaiLake,withinstate-ownedconstructionland plotsC03-1,C03-2,C03-3,C04-1,C04-2,andC05-1 inXichang City.Theproject site isboundedby HangtianAvenue to the east, Gaocang River to the south, the outer areaofPhaseIIIoftheWetlandParktothewest, andtheUnitedResettlementCommunity ofDongcheng Subdistrict tothenorth.Thetotal land areais approximately450mu.Note:Planninganddesignentitiesmayincludeadjacent areas in their overall strategic planning proposal.

中共西昌市委十届九次全体会议深入贯彻习近平新时代中国特色社会主义思想，全面贯彻党的二十大和二十届二中、三中全会精神，认真落实省委十二届七次全会、州委九届十一次全会部署，坚持文化为魂、旅游为体、科技赋能、保护优先、效益为重，突出阳光康养、宜居宜游，深化“文旅+百业”“百业+文旅”，探索以成熟景区带动潜力资源开发模式，打造“畅游西昌、魅力西昌、康养西昌、寻味西昌、乐购西昌、遇见西昌”六大品牌矩阵，构建全域皆景、全时可游、全业联动的高品质文旅产业生态，建设具有国际影响力和美誉度的阳光康养旅居目的地。

TheNinthPlenary SessionoftheTenthCPCXichangMunicipalCommitteethoroughly implementedXi JinpingThought on SocialismwithChineseCharacteristicsforaNewEra, theguidingprinciplesofthe 20thNationalCongressoftheCPC,andtheresolutionsofthe2ndand 3rdPlenarySessionsofthe20thCentralCommittee.Followingthedirectivesofthe7thPlenarySessionofthe12thCPCSichuanProvincialCommittee and the 11th Plenary Session of the 9thCPCLiangshanPrefectural Committee,Xichang adheresto a developmentphilosophythat takescultureasitsessence, tourismasits mainstay, technologyas itsdrivingforce,prioritizes environmentalprotection, andemphasizessustainablebenefits.Thecityaimstohighlight sunshinewellnessandlivability,deepentheintegrationof “culture&tourism+allindustries”,andexploredevelopmentmodelsthatleveragemature scenic areastodrivethedevelopmentofemergingtourismresources. Throughthiseffort,Xichangseekstobuildsixmajortourismbrands—“ExploreXichang,ExperienceXichang,HealinXichang,TasteXichang,ShopinXichang,andMeetXichang”—andcreateahigh-quality cultural andtourismecosystemthatintegratestheentireregion,supportsall-seasontourism,andfosterscross-industrycollaboration.Ultimately,Xichangstrivestobecome a world-renowned sunshine wellness and living destination.

2.4 Project Positioning

围绕“中国航天城·阳光康养地”战略目标，联动环邛海国家级旅游度假区的星月湖、听涛谷、缸窑、大石板、月亮湾、小渔村等景区景点，以文化、旅游、休闲、体育、商业、度假业态为支撑，形成集吃住行游购娱全要素于一体的国际旅游集散地--“邛海之芯”。

Centeringonthestrategicvisionof “China’sSpaceCity ·LandofSunshine Wellness,” theprojectwill connect withmajor attractionswithinthe QionghaiNationalTourismResort, such as XingyueLake,Tingtao Valley, Gangyao,Dashiban,MoonBay,and Xiaoyucun.Byintegrating culture, tourism, leisure, sports, commerce,and resortelements, theprojectwillestablishthe“HeartofQionghai” —an internationaltourismhubencompassingallessentialvisitorservices,includingdining,accommodation,transportation,sightseeing,shopping,and entertainment.

2.5 General Requirements

在充分研究上位规划、文旅规划及相关专项规划、战略目标、项目区位、空间要素等条件下，统筹规划构建“文化+旅游+体育+商业+N”多元化复合型旅游产业体系，融合文化体验、文化演艺、主题游乐、文化创意、体育运动、购物娱乐、度假等功能于一体的文化旅游目的地。

Basedonin-depthresearchofthemasterplan, tourismdevelopment plan,andrelatedstrategicandspatialplans,theproposalshouldpresentanintegratedconceptthatbuildsamulti-dimensionaltourismindustrysystemcombining“Culture+Tourism+Sports+Commerce+ N(otherindustries).”Thedevelopmentshouldintegrateculturalexperiences,liveperformances, themedrecreation, creativeindustries,sportsactivities,shopping,entertainment,and vacation functions to createa holisticcultural tourism destination.

3 应征人资格条件

3. Eligibility Requirements for Applicants

应征人须具备如下条件：

3.1资格要求：

3.1 Qualification Requirements

A、应征人为境内注册机构，须具有独立法人资格和完全民事行为能力，具有合法营业许可，从事策规划咨询行业的机构。

A.DomesticApplicants:MustbelegallyregisteredwithinChina,possessindependentlegalperson statusandfullcivilcapacity,holdavalid business license, and engage in planning and consulting services.

B、应征人为港、澳、台注册机构，须在注册地具有合法营业许可，从事策规划咨询行业的机构。

B.HongKong,Macao, andTaiwanApplicants: Mustbe legallyregisteredintheirrespectiveregions,holdavalidbusinesslicense,andengage in planning and consulting services.

C、应征人为境外注册机构，其注册所在国或者所在地区应与中华人民共和国有商务来往，须在注册地具有合法营业许可，从事策规划咨询行业的机构。

C.OverseasApplicants:MustbelegallyregisteredinacountryorregionthatmaintainscommercialrelationswiththePeople’sRepublicof China,holdavalidbusinesslicense,andengageinplanningandconsulting services.

注：应征人所提交的“类似项目”应真实、合法，如有虚假、伪造，须承担相应法律责任，并承担由此产生的一切后果。

Note:Submitted“similarprojectexperience”mustbegenuineandlawful.Anyfalsificationorforgerywillresultinlegalliabilityandallresulting consequences borne by the Applicant.

3.2 联合体：

3.2 Consortium Applications:

本项目允许联合体投标【联合体成员不超过3家（含牵头单位）】，须提供联合体合作协议，明确联合体牵头单位及各自分工。联合体各方不得再以自己名义单独参与本次征集活动，也不得同时加入参与本次征集活动的其他联合体，否则，征集人有权不接受相关应征人联合体各方应征方案。

Consortium applications arepermitted, withnomore thanthreemembers, includingthe lead entity. A consortium agreement mustbeprovided,specifyingtheleadunitandrespectiveresponsibilities.Eachconsortiummembershallnotparticipateindependentlyoraspartofanotherconsortiuminthissolicitation.Otherwise,theSolicitorreservesthe right to reject all related submissions.

4 征集方案程序

4. Solicitation Procedure

本次国内及国际征集分为两个阶段：第一阶段，方案初步评审遴选入围阶段；第二阶段，方案详细评审阶段。

Thisdomesticandinternationalsolicitationwillbeconductedintwo stages:Stage 1:PreliminaryEvaluationandShortlisting;Stage2:FinalEvaluation and Selection.

第一阶段：遴选入围，根据递交的初步《项目总体概念规划方案》，结合机构行业声誉、业绩、奖项、拟投入项目的设计团队及有关设计许可等资料进行综合评价，从报名机构中遴选出10 家入围机构。若报名机构不足10 家，则由征集方重新发起征集。

Stage1: Preliminary Evaluationand Shortlisting. Basedonthesubmittedpreliminary“OverallConceptPlanningProposal” and supportingmaterials(includingreputation,experience,awards,proposeddesignteam,andrelevantlicenses),teninstitutionswill beshortlisted.If fewerthan10validapplicationsarereceived,theSolicitorwillrelaunchthe solicitation.

第二阶段：方案评审阶段，最终成果评选。对10 家遴选入围应征机构递交的全套设计成果进行评选，评选优胜成果单位3 家。

Stage 2: Final Evaluation andSelection. The ten shortlistedApplicants willsubmitcomplete design proposals for detailedevaluation. Three winning proposals will be selected.

通过行政评审，在优胜成果单位中，确定1 家最终中选方案，并由该单位完成后续深化服务。

Through an administrative evaluation process, onefinal winningproposal willbe determined,and the correspondinginstitutionwillundertake follow-up design development services.

4.1.2.2 现场报名：应征机构应自行前往成都市武侯区吉泰五路118 号3 栋3204 华夏城投项目管理有限公司现场获取报名登记表及资格审查文件。

4.1.2.2 On-siteRegistration: Applicants mayobtain theregistrationformandqualificationdocumentsinpersonfromHuaxiaUrbanInvestmentProjectManagementCo.,Ltd.at:Room3204,Building3, No. 118 JitaiFifthRoad,WuhouDistrict,Chengdu.

4.1.3 报名时间：2025 年11月10日至2025 年11月21日，每个工作日上午9:00-12:00，下午14:00-17:00（邮箱报名则以邮件达到时间为准）。

（4）若报名家数不足10 家，则由征集人重新发起征集。

5 征集费用设置

5. Compensation and Fees

5.1 本次方案征集总费用为人民币 650 万元（含税）；

5.1 Total compensation fund: RMB 6.5 million (tax included)

5.2 其中，入围设计补偿费用：人民币20 万元/家（含税）；

5.2 Shortlisted proposalcompensation: RMB200,000pershortlistedApplicant (tax included)

5.3 优胜设计费用：人民币50 万元/ 家（含税）；

5.3 Winning proposal bonus: RMB 500,000 per winner (tax included)

5.4 最终中选方案服务费用：人民币300 万元（含税）；

5.4 Final selected proposal service fee: RMB 3 million (taxincluded)

5.5以上费用为累进制。

5.5 The above payments are cumulative.
